She is born from a "what-if" where Nero did not meet her end alone after witnessing that thrice setting sun. It is the Beast from the New Testament that is said to have destroyed Babylon. Born from Depravity, it is said to manifest when the most prosperous city of an era reaches its zenith, so that it may savor its malignancy. A Beast once defeated by a Chaldea in a parallel world. It appears as though she has a strong sense of responsibility. While Beast Ⅵ has no particular desire to bloom a second time, she has remained behind in order to witness with her own eyes the fate of the humans who overthrew her (whether it be ruin, or glory). Nero Draco (ネロ・ドラコー ?) is the juvenile form of Beast VI/S, reincarnated as an Alter Ego.
